
Cheyenne Man Facing Murder Charge in 19-Year-Old’s Shooting Death
A 21-year-old Cheyenne man is facing serious charges after allegedly shooting and killing a 19-year-old man in the King Soopers parking lot last month.
Timeline of Events
According to police spokeswoman Alex Farkas, it all started on the evening of Sept. 20, after Mansoor Ali witnessed an altercation in the Walmart parking lot on Dell Range Boulevard between Walmart staff and the victim and his three friends.
"Ali, driving a pickup truck, offered assistance to Walmart staff, which was declined," Farkas said in a news release Thursday afternoon.

Altercation Leads to Fatal Shooting
Ali then reportedly followed the four, who were traveling in a car, out of the parking lot
and onto Dell Range Boulevard and began flashing his brights at them.
"In response, the car accelerated and abruptly braked, escalating the conflict," said Farkas. "Both vehicles continued driving recklessly."
"Ali called his brother during the dispute stating that he would 'lure' the group to a nearby parking lot," Farkas added. "He then parked at King Soopers."
Farkas says when the car passed by Ali got out of his pickup yelling, then pointed a pistol at the car.
"After seeing the gun, the driver of the car drove away at a high rate of speed but returned moments later," said Farkas.
"As the vehicles crossed paths again, the 19-year-old victim exited the moving car while holding a firearm," she added. "Ali fired several shots striking the victim, who collapsed."
Farkas says officers were called to the scene at 9:06 p.m. and first aid was administered until medical personnel arrived, but the victim was later declared dead.
She says officers contacted Ali, who identified himself as the shooter, and he was
immediately detained.
"Following the investigation, detectives forwarded their results to the District Attorney for a potential charging decision," said Farkas.
Ali Turns Himself In
"This morning, October 9, Ali turned himself into the Laramie County Jail," she added. "He was booked on one count of 2nd-degree murder and four counts of aggravated assault."
"These investigations take time, and while we can’t always release details immediately, progress is being made behind the scenes,” said Chief Mark Francisco.
"I want to thank each member of our team who worked to build a strong case that ultimately led to these charges," he added.
Farkas says the Laramie County Coroner will release the identity of the victim at a later time.
